El Nuevo Ejército del Pueblo (NEP o NPA según sus siglas en inglés), es el ala militar del Partido Comunista de las Filipinas. Fue creado el 29 de marzo de 1969. El NEP llevó a cabo su lucha armada basándose en la línea estratégica de la guerra popular prolongada. El NPA ha sido calificado como grupo terrorista por los Estados Unidos y la Unión Europea. El NPA es un grupo maoísta fundado en 1969 con el objetivo de derribar al gobierno mediante la lucha armada guerrillera. El presidente del Comité Central del CPP y fundador del NPA, José María Sison, presumiblemente continúa dirigiendo sus actividades desde los Países Bajos, donde se encuentra exiliado. Aunque originariamente fue un grupo guerrillero eminentemente rural, el NPA tiene una cierta infraestructura en las ciudades, con grupos que practican la guerrilla urbana. Sus objetivos son fundamentalmente las fuerzas de seguridad, políticos, jueces, informadores del gobierno, arrepentidos del NPA y grupos rebeldes. Se oponen a cualquier presencia norteamericana en Filipinas, atacando a ciudadanos estadounidenses en el país e instalaciones militares norteamericanas. Asesinaron a varios ciudadanos norteamericanos antes de la clausura de las bases en 1992. A mediados de los años 2000 tenía 8.000 combatientes, lo que muestra una gran reducción de los 25.000 de 1987.En 2005 se estimaba que de un 3% hasta un 20% de sus 7.500 a 9.500 combatientes eran menores de 18 años. Actúan en las islas de Luzón, Bisayas y parte de Mindanao. Recientemente, tras el tifón que arrasó Filipinas, el NPA afirma haber aumentado sus militantes a 25.000 soldados rojos

The New People's Army (NPA) (Filipino: Bagong Hukbong Bayan) is the armed wing of the Communist Party of the Philippines (CPP). It was formed and founded by Bernabe Buscayno A.K.A. "Commander Dante" on March 29, 1969. The Maoist NPA conducts its armed guerrilla struggle based on the strategical line of protracted "people's war". The Philippine Army estimated the NPA's strength at 3,200 fighters at the end of 2015. The NPA collects "revolutionary taxes", mostly from businesses, in the areas where it operates. The Communist Party of the Philippines refers to the NPA as "the tax enforcement agency of the people's revolutionary government". In 2014, Lieutenant Colonel Ramon Zagala, speaking for the Armed Forces of the Philippines said "[the communist rebels] have lost their ideological mooring and now engaged in extortion [activities]." The NPA is designated as a Foreign Terrorist Organization by the U.S. State Department and as a terrorist group by the EU Common Foreign and Security Policy. The Government of the Philippines, however, has delisted the NPA as a terrorist organization in 2011 and has resumed preliminary peace talks pending formal negotiations with the NPA's parent political organization, the CPP. There have been reports of the Chinese government shipping arms to the NPA. Due to this, the NPA got an unknown number of Type 56 assault rifles. The NPA has also received support from North Korea. Peace negotiations have recently reached an impasse. The Philippine government has specifically drafted a "new framework" which seeks to end the 27-year-long stalemate in the talks, hoping to build ground with the leftists rebels that is more comprehensive than human rights, the only issue on which the negotiating parties agree.
